Rebeccah Lynn Ates, 35, and Vance Joseph Ates, 38, of Jay, FL., face charges of child neglect after police discovered that the couple's home, where two young children lived, was filled with garbage and infested with urine. According to police, who had responded to a domestic disturbance call in early January, 2012, the home smelled strongly of urine and there was food and garbage all over the floor. NorthEscambia.com reports that Rebeccah Ates told police that the home had been in that state for a year. The children were turned over to family members.
