Troutman said he could not comment on what evidence his department has obtained against Phan because it could interfere with the investigation; however, he did say police found spent bullet shells in a car belonging to Phan.
Shortly after the press conference, Phan surrendered to police. Any information he provided to investigators was not immediately available at the time of this writing.
