Koepp was released from prison in 1993; however, his probation was revoked in 1995 because of alcoholism and "unsatisfactory progress toward rehabilitation." He was sentenced to six more years in prison for his violations.
In 1997, Koepp filed another appeal, this time regarding an order that denied a post-conviction motion for a sentence reduction.
"He (Koepp) should have been given alternatives to probation revocation because he suffers from mental health problems; he received an improper sentence because of those mental health problems; and the trial court should have recognized these problems as a 'new factor' warranting sentence modification. Koepp also contends that he received ineffective assistance of counsel." CaseNo. 96-3561-CR.
Once again,his appeal was denied and the judgment affirmed.

Authorities have not yet cited a motive in the crimes. According to Spoden, they are not going to release any details that might jeopardize the investigation. Rock County District Attorney David O'Leary said he plans to file three charges of first-degree intentional homicide against Koepp. According to investigators, they are waiting for forensic evidence from the State Crime Laboratory. Koepp is expected to make his first court appearance this Friday. Funeral services for the victims are planned for this Saturday at the First Lutheran Church in Janesville.
